When we asked about feelings of attending the training course, Mr. Duong Thanh Hung, Chairman of Hiep Thanh Ward People’s Committee, Nga Bay Town showed his satisfaction of new knowledge that according to him: “It will help identify the responsibility of local levels, assign the tasks clearly to officials, assess the capacity of officials on their assigned sectors, monitor and evaluate the progress of activities with clear indicators and targets”.
Seemingly “learning by heart”, Mr. Nguyen Thanh Hung, official of Office-Statistics - Thuan Hung Commune People’s Committee, Long My District thought: “Thuan Hung commune’s group of trainees understand better about planning, qualitative and quantitative indicators, outcome, output, activities and how to get the people’s comments so as to identify the objectives and targets”. Mr. Le Hoang Viet, Secretary of Party Committee cum Chairman of Hiep Hung Commune People’s Council, Phung Hiep District stressed: “Now we know how to make surveys for more feasible planning. The improved planning helps prevent from overlapping and confusing roles and tasks”.
Some weeks after the training course, we met Mr. Dang Hoang Vu, Secretary of Party Committee cum Chairman of Thuan Hung Commune People’s Committee, Long My District and listen to his expressions. He said: “In the past, the commune had prepared plans but they were more or less illogical with improper processes and procedures. We can now formulate the adherent laid-out plans, assign and manage our work better”.
Another encouraging thing is that commune officials are aware of the training course’s benefits, especially the new way of thinking in their work. “The training course does not only provides knowledge and skills of planning but also more effective methods in daily work,” said Mr. Nguyen Ngoc Khoi, Transport-Irrigation official in Hiep Hung Commune, Phung Hiep District.
The above training course was held by the PARROC’s PMU and facilitated by Prof. Dr. Do Kim Chung from 8/9 to 18/9/2008. The participants include the members of PMU, Provincial Cross-sectoral Task Force, SPMUs in 3 pilot districts/town (Phung Hiep District, Long My District, and Nga Bay Town) and the officials of 6 pilot communes/ward (Communes including Hiep Hung, Hoa An, Thuan Hung, Vinh Vien, Hiep Loi and Hiep Thanh Ward).
